Signed into law in 2018, RAY BAUM’S Act emphasizes the importance of sharing precise location information when calling 911Also known as “Basic 911” service is where a distressed caller has to tell the operator where he or she is calling from.. Ray Baum served in a number of important public roles at the state and federal level in Oregon and in Washington D.C. In the role of Staff Director on the Energy and Commerce Committee in Congress, Ray worked closely with the FCC on telecommunications issues. In recognition of his important contributions to the telecommunications industry, RAY BAUM’S Act was named in his honor. While the Act in its entirety includes many different communications-related initiatives, Section 506 of the Act is particularly focused on 911 emergency services for enterprises.
Under Section 506 of RAY BAUM’S Act, the FCC adopted rules to ensure that “dispatchable location” is conveyed with 911 calls to dispatch centers (i.e. PSAPs), regardless of the technological platform used. Dispatchable location means a location delivered to the PSAP with a 911 call that consists of the validated street address of the calling party, plus additional information such as suite, apartment, or similar information necessary to adequately identify the location of the calling party.
The FCC’s dispatchable location rules for MLTS apply to all MLTSs that are manufactured, imported, offered for first sale or lease, first sold or leased, or installed after February 16, 2020. While the dispatchable location rules apply to the same entities subject to Kari’s LawKari’s law allows a customer to dial 911 without needing to dial a digit to get an outside line, the FCC established separate deadlines for MLTSs to come into compliance with the dispatchable location rules. MLTSs are subject to compliance deadlines of January 6, 2021 and January 6, 2022, depending on the nature of the device from which the MLTS 911 call originates.
Windstream’s Voice Products Capabilities:
- Dynamic IP customers’ service address information is automatically loaded in the ALI database. In order to include Dispatchable Location information, customers must subscribe to Windstream’s PS-ALIWindstream provides E911 service to all our customers who have a Voice product (i.e. when we supply the customer with Telephone Numbers), including Dynamic IP, POTS, Centrex, TDM-PRI, etc. Telephone numbers (TNs) are initially loaded into the 911 ALI Database with the service address for the locatio... service or engage a third-party provider to route and manage 911 services. If customers subscribe to Windstream’s PS-ALI service, they can manage and update Dispatchable Location information via the PS-ALI Tool in WE Connect. - Since IP Simple is a bundle of Allworx rental equipment and Dynamic IP, the same rules apply as mentioned above for DYIP in order for the IP Simple solution to be compliant with RAY BAUM’S Act.
- OfficeSuite UC will allow Dispatchable Location information to be added to 911 Calling Line IDs (CLIDs) via the WE Connect portal.
- UCaaS Mitel and UCaaS Avaya If a customer’s UCaaS solution is deployed with Windstream’s Voice service (i.e. Dynamic IP), Dispatchable Location information will be available through PS-ALI and can be managed and updated via the PS-ALI Tool in WE Connect. If UCaaS customers receive their Voice services from another provider, they will need to contact that provider for assistance in having Dispatchable Location address detail sent to their 911 ALI Database. NOTE: Every station (i.e. phone or soft phone) must have a TN – not an extension – to be eligible for PS-ALI.
